Adding engineers to a team without spare management capacity reduces throughput before it increases it. That effect is predictable and worth planning around.

You have engineering leads with capacity, a clear backlog and an established process. You need specific skills — mobile, data, AI — that you cannot hire quickly enough.

This gives you the most control and the lowest overhead. It also places the highest demand on your own leads, which is fine if that capacity genuinely exists.

You have a defined outcome, a deadline, and no management bandwidth to spare. A pod brings its own delivery lead, QA and design, and takes responsibility for getting there.

You keep priority-setting and review; you delegate breakdown, estimation and day-to-day coordination. The trade-off is less granular control over how the work happens.

You are building a long-term engineering capability rather than filling a gap. You want a team with its own hiring plan and career structure, aligned to your organisation over years.

This requires the most commitment and returns the most continuity. It is the right model when the work is permanent, and the wrong one when it is a single project.
